Poliserna möttes av ett inferno vid skolskjutningen i Örebro

Klockan 12.33 den 4 februari inkom flera larm om en pågående skottlossning på Campus Risbergska. Ett mycket stort antal polispatruller skickades till platsen och var på plats inom några minuter. Till slut var runt 130 poliser på plats; i skolan, utanför och intill. 

– De poliser som kom till platsen berättar om vad som skulle kunna beskrivas som ett inferno. De möttes av avlidna och skadade personer, skrik samt rökutveckling, säger Lars Wirén, polisområdeschef i Örebro län.

Några viktiga tidsangivelser för att förstå händelseförloppet:

· Klockan 12.33 inkommer larm till polisens ledningscentral i Bergslagen.

· Drygt fem minuter senare är poliser på plats och går direkt in på Campus Risbergska.

· Kort därefter rapporterar poliserna om rökutveckling. De uppfattar att någon närmar sig och blir sedan utsatta för beskjutning. De ser vad de uppfattar som en gärningsperson beväpnad med ett gevärsliknande vapen.

· Drygt tio minuter efter det inkomna larmet är första insatsstyrkan på plats och går in i lokalen.

· Därefter påbörjas en tidskrävande genomsökning av de delvis rökfyllda lokalerna.

· Efter cirka en timme avbryts den akuta insatsen då den misstänkta gärningspersonen påträffas död med flera vapen bredvid sig.

Flera faktorer har påverkat polisens möjligheter att avbryta ett pågående dödligt våld:

· Skolan är över 17 000 kvadratmeter – vilket innebär en omfattande yta att söka av.

· Omfattande skottlossning med ett gevärsliknande vapen. Man har anträffat ett tiotal tomma magasin. Intill den avlidna gärningsmannen anträffades en stor mängd oanvänd ammunition.

· Kraftig rökutveckling gjorde det svårt att gå in på skolan då skyddsutrustning behövdes.

· Läget var kaotiskt – många rädda människor som sprang runt inne i- och utanför lokalerna.

· I den situation som rådde var det osäkert om det var en eller flera gärningsmän.

– Sammanfattningsvis var polis utifrån omständigheterna snabbt inne i byggnaden och kunde fortsätta insatsen. I det tumult som rådde inne på skolan handlade det om att identifiera och avväpna gärningsmannen samt om att hjälpa skadade och rädda liv, säger Lars Wirén.

De poliser som var på plats berättar att de upplevde att skjutningarna började riktas mot polis istället för elever och personal på skolan. Ingen polis har dock skjutit mot gärningspersonen enligt de uppgifterna vi har just nu.
Den här typen av situation har svensk polis förberett sig för i många år genom ett särskilt insatskoncept, Pågående dödligt våld, som bygger på att snabbt identifiera och konfrontera gärningspersonerna, har utvecklats. Det bygger på polisiära erfarenheter från tidigare skolattentat i andra länder, bland annat i Finland.

Gällande utredningsarbetet kommer det ta tid att klargöra alla omständigheter. Vi tror oss veta vem gärningsmannen är men kan fortfarande inte bekräfta hans identitet förrän identifiering med hjälp av DNA är slutgiltigt fastställd. Polisen har skickat iväg en DNA-matchning till Rättsmedicinalverket och inväntar nu svar. 

– Vi måste arbeta utifrån säkerställda fakta. Vi ber er ha tålamod i den frågan och det kommer ta lite tid, säger utredningsledare Anna Bergqvist.

Den person som vi misstänker är gärningsmannen är inte tidigare känd av polisen. Han hade vapenlicens för fyra vapen. Tre av vapnen påträffades bredvid hans döda kropp inne på skolan. Samtliga fyra vapen har tagits i beslag.

Bedömningen i nuläget är att han agerade ensam i dådet, detta enligt de uppgifter vi har nu.

– Självklart tittar vi brett på detta men är också försiktiga med vad vi kan gå ut med. Ett stort insamlingsarbete pågår fortsatt och där vi tittar på uppgifter för att säkerställa en helhetsbild. Det finns uppgifter om att han har varit elev på skolan och det ska vi titta djupare i. Vi har inga svar att lämna nu på varför det har skett. Det är det vi tittar på i utredningen. Polisen informerar så snabbt vi kan men alla ska kunna lita på att det är så som vi säger. Så vi ber om tillit och tålamod.

· Det pågår nu en omfattande förundersökning för att utreda händelsen. Vi samverkar med hela Polismyndigheten.

· Hittills har ett stort antal förhör har hållits, bland annat med elever, personal på skolan och personer som har kopplingar till den misstänkta gärningsmannen och som kan berika bilden som börjar klarna.

· Det har genomförts flera husrannsakan med en del beslag. Vi har en stor mängd film och ljudklipp att bearbeta och analysera. Vårt mål är att kunna ge anhöriga och allmänheten svar på varför och hur det här gick till.

· Vi har hela tiden efterlyst och fått in tips från allmänheten, inklusive bilder och filmer som fångar händelseförloppet.  För att underlätta denna insamling av bevis har vi sedan igår kväll dessutom aktiverat en särskild funktion på polisens webbplats där allmänheten kan ladda upp filmer och bilder på ett enkelt sätt. The police were met by an inferno at the school shooting in Örebro

It has now been two days since the police were confronted with a situation for which we have practiced a lot, but which it is never possible to fully prepare for.
At 12.33 several alarms were received about an ongoing shooting at Campus Risbergska. A very large number of police patrols were dispatched to the scene and were on the scene within minutes. In the end, around 130 police officers were on the scene; in school, outside and next door. 
- The police who came to the scene talk about what could be described as an inferno. They were met by dead and injured people, screams and smoke, says Lars Wirén, police area manager in Örebro.

Some important timings to understand the sequence of events:
• At 12.33 an alarm is received at the police command center in Bergslagen.
• Five minutes later the police arrives on the scene and goes straight into Campus Risbergska.
• Shortly afterwards, the police report on the development of smoke. They sense that someone is approaching and then come under fire. They see what they perceive to be the shooter armed with a rifle-like weapon.
• Roughly ten minutes after the alarm was received, the first response team is on site and enters the premises. 
• After that, a time-consuming search of the partially smoke-filled premises begins. 
• After about an hour, the emergency intervention is interrupted when the suspected perpetrator is found dead with several weapons next to him.

Several factors have affected the police's ability to interrupt an ongoing deadly violence:

• The school is over 17,000 square meters – which means an extensive area to search from.
• Extensive shooting with a rifle-like weapon. Ten empty magazines have been found. A large amount of unused ammunition was found next to the deceased perpetrator.
• Heavy smoke development made it difficult to enter the school as protective equipment was needed.
• The situation was chaotic – many frightened people running around inside and outside the premises.
• In the situation that prevailed, it was uncertain whether there were one or more perpetrators.

The police officers who were on the scene say that they felt that the shootings began to be directed at the police instead of students and staff at the school. However, according to the information we currently have, no police have fired at the perpetrator.

Swedish police have been preparing for this type of situation for many years through a special operation concept, Ongoing deadly violence, which is based on quickly identifying and confronting the perpetrators, has been developed. It is based on police experience from previous school attacks in other countries, including Finland.

Regarding the investigative work, it will take time to clarify all the circumstances. We believe we know who the perpetrator is but still cannot confirm his identity until DNA identification is definitive. The police have sent a DNA match to the Forensic Agency and are now awaiting a response. 
– We have to work based on secured facts. We ask you to be patient in this matter and it will take some time, says investigation leader Anna Bergqvist.

The person we suspect is the perpetrator is not previously known to the police. He had a gun license for four guns. Three of the weapons were found next to his dead body inside the school. All four weapons have been seized. 
The assessment at the moment is that he acted alone in the deed, this according to the information we now have.
– Of course, we look at this broadly, but are also careful about what we can go out with. A large collection work is still ongoing and where we look at data to ensure an overall picture. There is information that he has been a student at the school and we will look deeper into that. We have no answers to leave now as to why this has happened. That is what we are looking at in the investigation. The police inform as quickly as we can, but everyone should be able to trust that it is what we say. So we ask for trust and patience.
• An extensive preliminary investigation is now underway to investigate the incident. We cooperate with the entire Police Authority. 
• So far, a large number of interviews have been held, including with students, staff at the school and people who have connections to the suspected perpetrator and who can enrich the picture that is beginning to become clear. 
• Several house searches have been carried out with some seizures. We have a large amount of film and audio clips to process and analyze. Our goal is to be able to give relatives and the public answers to why and how this happened.
• We have constantly asked for and received tips from the public, including photos and videos that capture the course of events.  In order to facilitate this collection of evidence, since last night we have also activated a special function on the police website where the public can easily upload videos and images.
