Frågor och svar med koppling till skolskjutningen i Örebro

Identifiering av avlidna görs med hjälp av fingeravtryck, dna, patientjournaler och röntgenbilder från läkare och tandläkare, men även signalement som hårfärg, längd, födelsemärken, ärr och tatueringar. Arbetet har utförts av polisens avdelning för Disaster Victim Identification (DVI). Utifrån händelsen i Örebro har polisen så skyndsamt som möjligt identifierat de elva personerna som avlidit.

För att få vapenlicens krävs i regel att man har en jägarexamen eller är aktiv i en skytteförening. Det är polisen som hanterar ansökningar och gör en lämplighetsbedömning.

En lämplighetsprövning genomförs vid ansökan om vapen. Om personens ansökan leder till avslag på grund av brott eller andra olämpliga handlingar kan man ansöka på nytt efter en viss tid. Tiden varierar beroende på brottets eller de olämpliga handlingarnas svårighetsgrad. Personen ska i normalfallet ha fyllt 18 år men undantag kan i vissa fall medges. Polisen kan inte hämta in uppgifter från andra myndigheter. Läkare har däremot skyldighet att anmäla till polisen om en patient inte anses vara lämplig att hantera ett vapen.

Än finns det inte en tydlig motivbild. En stor mängd utredningsåtgärder genomförs för att klarlägga händelseförlopp och motivbild. Polisens gärningsmannaprofilgrupp stödjer utredningen i att, om möjligt, få svar om motivet.

Just nu kan vi inte se att mannen riktat sig mot specifika personer. De har olika ålder, etnicitet och kön. De har jobbat som lärare eller studerat. 

Den koppling som just nu är känd mellan den misstänkte och skolan är att han har varit inskriven där.

Just nu pågår ett digert utredningsarbete för att kartlägga den misstänkte gärningsmannen.

Detta kan vi berätta om den misstänkte gärningsmannen:

• Han är avliden och påträffades på brottsplatsen.
• Han är inte känd av polisen sedan tidigare.
• Han var 35 år och hemmahörande i Örebro.
• Han har varit inskriven på Risbergska skolan två gånger, en gång under 2013 och den andra gången mellan 2019 och 2021. Vi ser inte att han har några resultat från skolan.
• Han har bott isolerat med liten kontakt med andra människor. Han har bott ensam i egen lägenhet sedan 2016. Hur han har levt i den digitala världen är ännu inte klarlagt.
• Han har gjort en del inköp, både i fysiska affärer och via nätet. Han har bland annat köpt ammunition och rökgranater i närtid.
• Vi kan bekräfta att vi har tagit fyra gevär i beslag. Tre har hittats på brottsplatsen och ett hemma hos den misstänkte. Vapnen består av två hagelgevär och två kulgevär. Vi har även tagit ett flertal magasin i beslag.
• Den tekniska undersökningen på skolan pågår fortfarande men vi kan konstatera att fler än 50 skott avlossats. En stor mängd oanvänd ammunition anträffades i närheten av den misstänkte.

We are receiving a lot of questions about the attack in Örebro and the Police very much understand the need to obtain clarity about what has happened. Many of these questions are about the work of the Police, which is why we have compiled answers to the most commonly asked questions.

How do you go about identifying the deceased?

Identification of the deceased is done with the help of fingerprints, DNA, medical records and X-rays from doctors and dentists, as well as characteristics such as hair colour, height, birthmarks, scars and tattoos. This work is carried out by the Police’s Disaster Victim Identification (DVI) Unit. Following the attack in Örebro, the Police worked as quickly as possible to identify the eleven individuals who lost their lives.

What applies in terms of weapon licences?

As a rule, an individual must have passed a hunting examination or be active in a rifle association to possess a weapon licence. It is the job of the Police to process applications and conduct a suitability assessment.

A suitability assessment is carried out when an individual applies for a weapon. If an individual’s application is rejected on the grounds of their having committed a crime or other inappropriate acts, they are able to reapply after a certain period of time. This time varies depending on the severity of the crime or the inappropriate acts. An individual should normally be 18 years of age, but exceptions may be made in some cases. The Police are not permitted to obtain information from other authorities. However, doctors have an obligation to notify the Police if they consider a patient to be unsuited to handling a weapon. 

What do the Police know about the motive?

As yet there is no clear motive. A large number of investigative measures are being taken to map out the course of events and the motive. The Police’s Offender Profiling Unit is supporting investigators in their work to find answers about the motive, if possible.

At the current time there are no indications that the man targeted specific victims. The age, ethnicity and sex of the victims vary. They were either teachers or students. 

The only link we can see at the current time between the suspected perpetrator and the school is that he was registered as a student there.

What do the Police know about the suspected perpetrator?

There is currently intensive investigation work under way to find out more about the suspected perpetrator.

This is what we can say about the suspected perpetrator:

• He is dead and was found at the crime scene.
• He was not previously known to the Police.
• He was 35 years old and lived in Örebro.
• He had been registered as a student at Risbergska school during two periods, one in 2013 and the other between 2019 and 2021. We cannot see that he attained any results from the school.
• He lived in isolation and had little contact with other people. He had been living alone in his own apartment since 2016. What his life was like in the digital world has not yet been ascertained.
• He made a number of purchases, both in physical shops and online. Recently, for example, he bought ammunition and smoke grenades.
• We can confirm that we have seized four guns. Three were found at the crime scene and one at the suspect’s home. Two of these weapons are shotguns and two are rifles. We have also seized several magazines.
• The forensic examination of the school is still ongoing but we can confirm that more than 50 shots were fired. A large quantity of unused ammunition was found close to the suspect.
